To seek approval for a budget of up to £83,192 from the use of ICT reserves in order to procure the necessary ICT hardware to create a fully agile workforce.


That approval is granted for a budget up to £83,192 to be fully funded from the ICT reserve in order to procure the necessary ICT hardware to create a fully agile workforce.  The current ICT reserve stands at £173,000.




Reasons for the decision:

Agile working supports the climate change objectives by reducing officer travelling costs to traditional office bases. While the budget use is “up-to” we expect the demand and need for additional monitors and peripherals to be lower, but have maintained the value to allow for the contingency that more of these devices will be required. As the devices are being procured from a reserve budget, it is expected that we will minimise the demand on the reserve by reducing need, supplying only where necessary, and re-using and recycling existing stock where possible.


Desk numbers in the offices will be reduced and hot desks introduced therefore, reducing the requirement for all staff to have monitors and additional peripherals. The laptop, charger and bag are the only items that are provided to each officer with no other peripherals offered for home use.


So far, to the end of August 2019, we have completed Agile roll out to 165 staff across the authority, this was funded through the OneSK budget in 18/19 at a cost of £124,379.


This leaves 183 staff that still need to have a laptop, monitor and accessories (the numbers of these to be reduced with the introduction of Agile offices). The current stock position is as follows:

The HRA fund is to be crossed charged for the laptops/monitors/accessories received by the Housing department or those due to be allocated. This is for a total of 39 staff for a cost of £29,917




Alternative options considered:

Initial funding was agreed for 18/19 and the remaining required funding is required to create a fully agile workforce and complete the roll out in 19/20.  This excludes member’s device allocation, which has been funded and 100% allocated in May 2019.   Agile working allows the council to deliver its services in the most cost effective manner whilst providing greater flexibility for employees in how they work, subject to business need and manager approval.


The degree of work agility will depend on the service being delivered and the individual employee role.  As part of the Agile roll out, staff will have the capability to work flexibility in a number of ways.

Typical examples include:

- Working from a core office location using a ‘hot desk’

- Working from a District Council office desk anywhere in the district i.e.         Bourne, Market Deeping, Stamford

- Working from home

- Working from external offices i.e. through a secure Wi-Fi connection
