That approval is granted to release funds of £15,000 from the property reserve to be used to carry out repairs to prevent accidents occurring within car parks operated by South Kesteven District Council.
Car park defects can develop quickly and therefore, regular inspections are undertaken to ensure these defects are dealt with at the earliest possibility. Filling pot holes is classed as a temporary measure and then they are closely monitored.
The alternative option would be for the Council to resurface all car parks, but the costs in carrying out this would be considerable. This option is therefore, rejected for the current time due to the cost versus the income generated from car parks.
Going forward, funds have been requested for the ongoing maintenance of car park surfaces for the budget year 2020/2021. However, it would be considered good risk management and recommended that funds are released from the property reserve budget to better protect the Council’s position. £15k is therefore anticipated to make good all SKDC owned or leased car park pot holes.
The Council has a duty of care to ensure that visitors will be safe when using its car parks. Failing to maintain car parks may result in members of the public having an accident, resulting in personal injury. If repairs are not carried out, there could be an increase of Public Liability claims which can be very costly and could have a negative impact on the Council’s reputation. The current budget was not sufficient for the works require to maintain Councils operated car parks.
