Councillor Mike Taylor declared and personal and prejudicial interest with regards to the item on Allotment Provision (agenda item 4) and left the meeting during the discussion of this item.

Minutes:

Councillor Mike Taylor left the meeting after having declared a personal and prejudicial interest.

 

Decision:

 

At the current time the Cabinet are minded not to pursue a Compulsory Purchase Order (CPO) of the California Gardens allotment site or any other potential site in the Grantham Town Area, pending the outcome of the current negotiations. 

 

Considerations/reasons for the decision:

 

 

1)                 Report AFM0173 from the Portfolio Holder Economic Development.

2)                 The Council’s duty to provide allotment land and provide evidence as to the provision of allotment land in the Grantham Town Area.

3)                 The current option offered by the landowners to the allotment holders of the California Gardens allotment site.

4)                 Comments made at the meeting about pursing a CPO and how this would affect the allotment holders on California Gardens in relation to the Grantham SEA.

 

Other Options considered:

 

A reasonable offer of an alternative site has been made by the landowner and we understand that this will be pursued by the allotment holders who will negotiate with the landowner directly.

Decision:

 

1)        Cabinet recommends to Council the Medium Term Financial Plan (MTFP) for the period 2011/12 to 2014/15 as appended to report HOF135.

 

2)        Cabinet supports the development of a programme implemented within the timescale of the MTFP in order to provide and maintain a sustainable financial position.

 

 

Considerations/reasons for decision:

 

1)         Report HOF135 from the Resources & Assets Portfolio Holder.

2)         The MTFP is a key strategic document which identifies the resources of the Council for the medium term.

3)         The need to keep the plan reviewed and updated when the grant settlements are known.

4)         Comments made by the Strategic Director, Corporate Focus/Section 151 Officer

5)         Comments made by Cabinet Members at the meeting.

 

 

 

Other options considered:

 

The Council must approve a Medium Term Financial Plan as part of the setting of the budget framework.

Cabinet approves the proposed fees and charges for 2011/12 as recommended by the Resources PDG and appended to report HOF134 and supports their inclusion into the budget framework proposals subject to the inclusion of appropriate additional wording with regard to the daytime setting up charges (Arts Centres and Bourne Corn Exchange) as discussed at the meeting and clarification of the licensing charges for temporary events notices.

 

 

Considerations/reasons for decision:

 

1)         Report HOF134 from the Resources and Assets Portfolio Holder

2)         The work undertaken by the Resources PDG Fees and Charges Working Group.

3)         The fees and charges proposals had been compiled in accordance with the Council’s Fees and Charges strategy and the Medium Term Financial Plan.

4)         Comments made by Cabinet Members at the meeting.

The Resources PDG Working Group considered a number of options as part of the fees and charges review with specific proposals being included in report HOF134.

1)        That Cabinet recommends to Council approval of the reclassification from long stay to short stay at levels 1 and 2 at Welham Street Car Park, Grantham.

 

2)        That consideration of reclassification of Wharf Road, Stamford from long stay to short stay for the whole of Wharf Road car park, Stamford be deferred pending re-issue of notices.

 

 

Considerations/Reason for decision:

 

1)         Report AFM0176 from the Portfolio Holder Resources and Assets.

2)         The avoidance of doubt in regard to the reclassification of Wharf Road, car park, Stamford.

3)         Representations received during the consultation period.

To all Staff at South Kesteven District Council

 

The Cabinet wished to place on record their thanks to all staff at South Kesteven District Council for their hard work and dedication during the recent adverse weather conditions with special thanks going to the waste collectors who showed real tenacity during difficult conditions.

DATE DECISIONS EFFECTIVE:

Decisions CO41, CO42, CO44 and CO46 as made on 6th December can be implemented on 15th December unless subject to call-in by the Scrutiny Committee Chairman or any five members of the Council from any Political Groups.

 

Decisions CO43 and CO45 stand referred to Council.
