Cabinet approves the Draft Southern Quadrant Masterplan Supplementary Planning Document (as appended to Report PLA954) for the purposes of public consultation for a period of six weeks.
Considerations/Reasons for decision:
(1) Report PLA954 from the Portfolio Holder for Grow the Economy and Economic Development. (2) The Draft Masterplan SPD sets out the key planning and development principles for the development of the Southern Quadrant site: · Planning Policy and relevant studies · Site context, analysis and evidence base · Development vision · Masterplan and design principles · Design · Phasing and delivery (3) The Town and Country Planning (Local Planning) (England) Regulations 2012 set out the requirement for a period of statutory public participation when developing the SPD. This must be in line with the authority’s Statement of Community Involvement and will run for a period of six weeks. (4) Informal consultations that had already taken place with the landowner, Lincolnshire County Council and local communities which had identified issues which had been addressed in the draft document. (5) Slight amendments to the document required before consultation (picture location and content page font colour). (6) Members comment that the public could genuinely influence the final document. (7) Officer’s comments on the consultation already undertaken which had showed a resounding preference for the southern route option for the Relief Road.
Other Options Considered:
It is considered that there are no other options. Given the level of work undertaken to date in the development and preparation of the draft Masterplan SPD it would be sensible to proceed to the period of statutory consultation required prior to consideration of the document for adoption. |
