As this application was part-heard, only Councillors who were present on 16 October 2018 when the application was first considered were able to take part in discussion and vote on the application. Those members who were eligible to participate were Councillors Dilks, Exton, Kaberry-Brown, Reid, Jacky Smith and Judy Smith. While Councillor Adams had not been present when the application had first been considered he remained in the chair but did not join in debate or vote on the item.

The officer updated Members on representations received since the additional information report was published. Members sought clarification on the noise monitoring process and the options available if the Noise Management Plan was not complied with during the temporary consent period.
It was proposed, seconded and agreed that the application be approved for the summary of reasons set out by the case officer and subject also to the following conditions:
Time Limit for Commencement
1 The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.
2 The development hereby permitted shall cease and the land reinstated to its original condition not later than twelve months from the date of the start of the first event hereby permitted.
3 The development hereby permitted shall be carried out in accordance with the following list of approved plans:
i. Drawing No. 1470T/002 (Proposed Site/Block Plan 1 of 2) received 19/03/2018
ii. Drawing No. 1470T/003 Rev B (Proposed Site/Block Plan 2 of 2) received 03/10/2018
Unless otherwise required by another condition of this permission.
Before the Development is Occupied
4 Prior to the site being brought into first use for the purposes hereby permitted, details and plans of the boundary treatment along the site boundary adjacent the railway line shall be submitted to the Local Planning Authority for written approval. The details shall include the provision of a trespass proof fence of a minimum height of 1.8m along the boundary as well as details relating to its future maintenance. The boundary scheme shall be installed in accordance with the approved details before the before the site is first brought into use for the purpose hereby permitted and shall be retained as such thereafter.
5 Before the site is first brought into use for the purpose hereby permitted, details and plans relating to disposal of waste shall have been submitted to the Local Planning Authority for written approval. The details shall include a plan showing the location and type of waste storage bins to be provided on site. The site shall be operated in accordance with the approved waste disposal plans.
6 The point at which admission fees are collected from competitors and the public shall be located in a location between the Spectator Parking Area and Spectator Overflow Parking Area identified on plans 1470T_002 and 1470T_003. In the event that a queue forms so that vehicles are waiting on Gelston Road, a second, parallel queue line shall be opened.
7 No racing, qualifying, practice or testing of racing vehicles shall take place on the site other than between the hours of 1000 and 1800.
8 The track hereby permitted shall not be used for any racing, qualifying, practice, testing or other driving/riding activities on more than 14 days in any calendar year.
9 All machines or vehicles using the circuit shall comply with static noise test limits, as stipulated in the National Autograss Sport Association Ltd (NASA) or equivalent governing body guidelines associated with the motorsport event being carried out, which shall be measured in accordance with the protocol specified in those guidelines.
Notwithstanding the relevant governing body guidelines, noise testing shall be carried out on all race cars/vehicles in the paddock area prior to any on track practice, testing or racing and no cars/vehicles shall be permitted onto the track if they are found to exceed 102db or the relevant governing body regulations, whichever is the lesser.
All testing results shall be recorded and stored in an electronic format for a period of not less than 12 months and shall include the test results, details of the vehicle and the time and location of the test and shall be made available to the Local Planning Authority to be viewed on request during normal Council office hours.
10 Not more than 8 cars/vehicles shall be permitted on the track at any one time for practicing, testing or racing.
11 The site shall operate in accordance with sections 5, 6 and 7 of the Noise Management Plan: Rev A_MDF_03-06-2019. Any complaints received by the Liaison Officer shall be forwarded to the Local Planning Authority for review within 5 working days following the receipt of the complaint.
12 The operator of any event shall notify the Local Planning Authority not less than 21days prior to the beginning of the event with details of the dates, times and nature of the event to be held.
13 The following traffic management measures shall be put in place prior to and during any race or practice event:
i. Not less than 7 days prior to any event, an information board of not less than A2 size shall be placed at the entrance to the site, giving the dates for that event
ii. Highway signage shall be displayed in accordance with plan 1470T_002 for a period beginning not less than 24 hours before and until the last car leaves the site following any race or practice event.
iii. Two marshalls shall be stationed at the entrance to the site and a further marshall situated on the railway bridge to the west of the site at all times when vehicles are entering and leaving the site on race or practice days
