In discussing the application, members raised concerns about the proposed use of ivory render on houses at focal points within the development. Members had been advised that the rendered finish had been selected because, from a distance, it mimicked the colouring local stone. Members however did not feel that this was sufficient, expressing instead a preference to use local limestone, feeling that it was more in-keeping with the local area and the drive to improve design standards. It was therefore suggested that, should the application be approved, this should be the subject of a condition.

Members were also concerned about the width of the joint cyclepath and footway running east/west across the site. Members did not consider the proposed 2m width was sufficient for both pedestrians and cyclists to safely use the path. It was suggested that, in the event the application be granted, a condition should be added stating that the footpath should be 3m wide.

 

It was proposed, seconded and agreed that the application be approved for the summary of reasons set out in the case officer’s report and subject also to the following conditions:

2             Notwithstanding the submitted plans, the external surfaces of the walls of plots 37, 42 and 43 shall be of natural local limestone, details of which shall be submitted to and approved in writing by the local planning authority, prior to commencement of these plots

 

3             Notwithstanding the submitted plans, the east/west cycleway shall be a minimum of 3 metres in width, details of which shall be submitted to and approved in writing by the local planning authority, prior to the commencement of this cycleway

                

Before Occupation

 

4               Before the end of the first planting/seeding season following the occupation/first use of any part of the development hereby permitted, all soft landscape works shall have been carried out in accordance with the approved soft landscaping details.

 

5               Before any part of the development hereby permitted is occupied/brought into use, the works to provide the boundary treatments shall have been completed in accordance with the approved boundary treatment scheme.

 

Ongoing

 

6               Within a period of five years from the first occupation of the final dwelling/unit of the development hereby permitted, any trees or plants provided as part of the approved soft landscaping scheme, that die or become, in the opinion of the Local Planning Authority, seriously damaged or defective, shall be replaced in the first planting season following any such loss with a specimen of the same size and species as was approved in condition above unless otherwise agreed by the Local Planning Authority.
