It was proposed, seconded and agreed that the application be approved for the summary of reasons set out in the case officer’s report and subject also to the following conditions:

 

Time Limit for Commencement

 

1               The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

2               The development hereby permitted shall be carried out in accordance with the following list of approved plans:

During Building Works

 

3               Prior to the construction of any additional hardsurfacing, the works to provide the surface drainage shall have been completed in accordance with the approved details.

 

4               Before any construction work above ground is commenced, details of any soft landscaping works shall have been submitted to and approved in writing by the Local Planning Authority. Details shall include:

 

                                          i.    planting plans;

                                        ii.    written specifications (including cultivation and other operations associated with plant and grass establishment);

                                       iii.    schedules of plants, noting species, plant sizes and proposed numbers/densities where appropriate;

         

5               Prior any construction work above ground is commenced, full details of the cycle store, bin store and wash bay shall be submitted and agreed in writing with the Local Planning Authority. These elements shall be constructed in accordance with the approved details.

 

6               Before any part of the development hereby permitted is occupied/brought into use, the external elevations shall have been completed using only the materials stated in the planning application forms unless otherwise agreed in writing by the Local Planning Authority.

 

Before the Development is Occupied

 

7               The development hereby permitted shall not be occupied before a 1.6 metre wide footway, to connect the development to the existing footway network, has been provided in accordance with details that shall first have been submitted to, and approved in writing by the Local Planning Authority. The works shall also include appropriate arrangements for the management of surface water run-off from the highway. To ensure the provision of safe and adequate pedestrian access to the permitted development, without increasing flood risk to the highway and adjacent land and property.

 

8               Before the end of the first planting/seeding season following the occupation/first use of any part of the development hereby permitted, all soft landscape works shall have been carried out in accordance with the approved soft landscaping details.

            

9               Before any dwelling/unit hereby permitted is occupied/brought into use, the parking and turning area accompanying each dwelling shall have been constructed in accordance with the approved details and shall be retained as such and for no other purpose thereafter.

 

Ongoing Conditions

 

10            The premises shall not be used for the purposes authorised by this permission/open for customers other than between the following hours:

 

i.      07:00hrs - 19:00hrs on Mondays to Fridays (other than bank holidays)

         

unless otherwise agreed in writing by the Local Planning Authority.
