Decision:-
That the application for conversion and variation to a licence in respect of The Red Lion, 48 King Street, West Deeping be agreed for the following hours for the sale of alcohol and activities requested:-
Live music – 11.00am to 11.00pm – Monday to Thursday
11.00am to 11.30pm – Fridays and Saturdays
12.00noon to 11.00pm – Sundays
Recorded music – 11.00am to 11.00pm – Sunday to Thursday
11.00am to 11.30pm – Friday and Saturday
Additional days – 26th January – 11.00pm to 12midnight
14th February - 11.00pm to 12midnight
17th March- 11.00pm to 12midnight
Good Friday- 11.00pm to 12midnight
23rd April- 11.00pm to 12midnight
May Bank Holiday - 11.00pm to 12midnight
Spring Bank Holiday - 11.00pm to 12midnight
Summer Bank Holiday - 11.00pm to 12midnight
Christmas Eve - 11.00pm to 12midnight
Boxing Day - 11.00pm to 12midnight
27th and 28th December - 11.00pm to 12midnight
and subject also to the following additional conditions:-
1. doors to the premises to be closed after 10.30pm;
2. no outside drinking after 10.30pm;
3. no off sales before 11.00am;
4. the applicants be requested to display suitable signs asking customers to have due consideration to local residents when leaving the premises.
The Committee had before them the Head of Environmental Health and Licensing’s report ENV282 in relation to an application for conversion and variation to a licence for The Red Lion, 48 King Street, West Deeping. A full copy of the application was attached at appendix one together with a map of the premises. Attached at appendix two were objections from local residents.
Present at the meeting was the applicant who confirmed that he had received a copy of the procedure to be followed in considering the application, and that this was understood. Also present was a representative of Lincolnshire Police.
The Environmental Health Manager (Environment) then presented his report and outlined the hours of operation proposed together with additional activities.
The applicant presented his case, pointing out that no objection had been received from the police to his proposals. In respect of live music, the bar was only large enough to accommodate a duo, although it would be possible to present a jazz trio in the patio area once every six months or so. This was a food-led pub, not a music-led one. He confirmed that he was considering staging karaoke evenings, possibly once every quarter. The windows to the premises were secured and none of them could be opened. The applicant confirmed that there was a beer garden to the rear of the premises together with a separate children’s play area.
In summing up his report, the Environmental Health Manager (Environment) recommended that the Committee consider the application.
The applicant summed up his case and, in asking the committee to approve his application, pointed out that the objectors had not taken the trouble to attend the hearing. The applicants and officers then left the room. The Committee then considered the application and it was proposed and seconded that the application be agreed as amended above. On being put to the vote, this was agreed.
The applicants and officers then returned to the meeting and were advised of the decision, as noted above.
