Reason for urgency:
The decision has been taken under urgency provisions because the Council has closed its arts centres as part of its response to the Covid-19 outbreak. Rental income is due from the small to medium enterprises and communal groups who use the facilities on 1 April 2020. The time by which payment is due means that it was not possible to give 28 days prior notification of the decision. As this has been taken as an urgent decision, call-in provisions do not apply.
