Food Waste Collection Service

To extend the food waste collection scheme within the existing area of South Kesteven until 31 March 2021, with an interim review of arrangements to be completed by 30 September 2020, as per the attached report.

This decision will be taken under urgency procedures.

Reason for urgency:
The decision has been taken under special urgency provisions becasue the Council received formal notification from Lincolnshire County Council on behalf of the Lincolnshire Waste Partnership on 12 May 2020 that it was withdrawing support for food waste collection beyond the current year, which comes to an end on 4 June 2020. Following that notification, South Kesteven District Council has been in discussion with Lincolnshire County Council about collection, disposal and treatment of food waste should it wish to continue the scheme for the pilot area until the end of the financial year.

If the decision was not made as a matter of special urgency, then there would be a gap in provision of service, which would create a reputational risk to the Council and create a backlog, which residents would need to store and Street Scene team members would need to collect at a time when the service is already under pressure becuse of the Covid-19 response period.

Consultation process

The Cabinet Member, Commercial and Operations was consulted in the preparation of this report and supportive of the continuation of the scheme as set out in the report.

 

As the decision was taken under the Special Urgency provisions, the Chairman of the Environment Overview and Scrutiny Committee was consulted and agreed that it was appropriate to take this decision under these procedures. The Chairman of the Council was also consulted about whether call-in should be suspended in respect of this decision. She confirmed that she was happy for call-in to be suspended in this instance.

Action: To approve the continuation of the food waste collection service in the pilot areas until the end of March 2021 with a mid-term review at the end of September 2020
