Final Scope for the Refurbishment of Deepings Leisure Centre

To consider a recommendation from the meeting of the Culture and Visitor Economy Overview and Scrutiny Committee held on 5 April 2022, following a community consultation, on the final scope of refurbishment for the Deepings Leisure Centre.
Decision
That Cabinet:
1. Approves Option D as the final scheme of refurbishment with the proviso that the refurbishment works will only commence upon finalisation of the Service Level Agreement between South Kesteven District Council and the Anthem Trust.
2. Provides delegated authority to the Chief Executive, in consultation with the Section 151 Officer and Cabinet Member for Leisure, to enter a contractual relationship with the preferred design team following a compliant procurement process.
3. Agrees to receive a further report, within six months, once the procurement process has been completed in order to award the refurbishment works to the preferred construction contractor.

Reasons for decision
At an extraordinary meeting of Full Council on 14 December 2021 it was agreed that the Council should proceed, subject to meaningful community consultation, to undertake a full refurbishment and remodelling of the Deepings Leisure Centre. A budget allocation of £10.663m from 2022/23 was approved.
In January 2022, Athene Communications were commissioned to manage an independent community engagement consultation on the refurbishment proposals. The purpose of the consultation was to share information on the refurbishment proposals with residents, organisations and stakeholders within a 20-minute drive time of the facility and to provide a platform for feedback to be received during the consultation process. The consultation was launched on 31 January 2022 and ran for four weeks, concluding on 28 February 2022. A copy of the community engagement report produced by Athene Communications and a suite of appendices were appended to the report.
A total of 737 responses to the survey were received. The response rate had been analysed by the Council’s Consultation Officer using software which demonstrated a confidence rating of 95% in the survey results and a margin of error being 3.61%. This meant that the Council could be confident that 95 out of 100 individuals would answer the same way, plus or minus 3.61%.

The Leader of the Council, in presenting the report, took the opportunity to thank the Culture and Visitor Economy Overview and Scrutiny Committee for its scrutiny of the options available and its recommendation to Cabinet. He also paid tribute to the tremendous amount of work undertaken by the Council’s Assistant Director of Culture and Leisure and her team. The Leader stated that the recommendation to Cabinet demonstrated that the Council had listened, particularly in respect of retaining the learner pool.
