    Decision:                  To approve the application conditionally

     

    Noting:

    During questions and debate, Members commented on:

    ·            The value of the recent site visit

    ·            The existing access to Tallington Lakes Leisure Park and queried as to when the entrance had last been used.

    ·            The level of danger posed by the proposed development, relating to its proximity to the mainline railway.

    ·            Concerns were raised regarding the proposed boundary treatment involving the replacement of natural hedgerow with laurel bushes.

    ·            Concerns were raised that the proposed development would become the primary access to Tallington Lakes Leisure Park.

    ·            Issues and concerns raised by local residents.

    ·            The inclusion of an additional condition mandating a plan be submitted indicating the type of boundary treatment to be erected (condition 5).

    ·            That there were no material grounds to refuse the application.

    It was proposed, seconded, and AGREED that the application be approved for the summary of reasons set out in the case officer’s report together with the following conditions:

     

    1.          The development hereby permitted shall be carried out in accordance with the following list of approved plans:

     

    ·            Site Location Plan

    ·            PL2 D Proposed Site Plan

    ·            PL3 A Entrance Wall Elevations

    ·            PL4 Localised Site Plan

     

    Unless otherwise required by another condition of this permission.

     

    Reason: To define the permission and for the avoidance of doubt.

     

    2.          Prior to the installation of any external lighting, details (including hours of illumination) and plans showing the location and specification of all proposed external lighting of new access shall be submitted to the Local Planning Authority for written approval. The lighting shall then be installed in accordance with the approved details.

     

    Reason: To ensure that the development does not lead to any significant light pollution.

     

    3.          Before any part of the development hereby permitted is brought into use, the entrance walls and access improvements shall have been completed using only the materials stated in the planning application forms unless otherwise agreed in writing by the Local Planning Authority.

     

    Reason: To ensure a satisfactory appearance to the development and in accordance with Policy DE1 of the adopted South Kesteven Local Plan.

     

    4.          Prior to first use of the access, elevation and floorplans together with proposed materials for the proposed security hut and proposed materials for the stone walls shall be submitted to and approved in writing by the Local Planning Authority.

    ·            The storage of tables and chairs.

    During questions to officers and debate, Members commented on:

    ·            The value of the recent site visit

    ·            The location of the shipping containers and whether these would need planning permission in their own right.

    ·            The possibility of increasing the time scale the development is permitted to be on the land from 2 years to 3 years.

    ·            The extent to which the development had already been built, and the size of its frame.

    ·            Concerns were raised relating to how few conditions had been proposed as part of the Case Officer’s recommendation.

    ·            The level of noise disturbance the proposed development would cause.

    ·            The inclusion of an additional condition limiting the hours of use to 07:00am to 07:00pm, Monday – Friday, and 06:30am to 07:00pm, Monday - Friday during exam periods. The condition would also allow use of the building to 9pm for 5 times per annum.

    ·            The inclusion of an additional condition limiting the use of the building to school use only.

    ·            Satisfaction was expressed relating to comments received from Sport England.

    ·            The level of heat and noise insulation of the proposed development.

    ·            The inclusion of an additional condition requiring any external lighting to be first approved by the Local Planning Authority.

    ·            It was agreed the recommended condition 1 was not necessary, as the development had already commenced.

    -           NHS contribution - £79,860 (£660 x 121 dwellings) towards GP capacity in Bourne.

    -           Open Space - A minimum of 7,200 sqm of open space and 200 sqm of children's play space to be provided on site together with arrangements for future maintenance, as well as off-site contribution of £62,000.

    -           Affordable Housing - 30% (36 dwellings) to be provided on site

The approved sustainable building measures shall be completed in full, in accordance with the agreed scheme, prior to the first occupation of the dwellings hereby permitted.

     

    Reason: To ensure the dwellings are constructed to a standard that mitigates against climate change as required by Local Plan Policy SB1.
