    During questions to public speakers, Members commented on:

     

    ·            What climate change provisions had been made. The agent confirmed that electrical vehicle charging points would be provided onsite.

    ·            Whether mitigations for noise pollution had been considered. The agent confirmed that noise pollution from the train station had been addressed.

    ·            Concerns were raised relating to potential danger posed by the nearby substation. The agent confirmed Western Power had been consulted with and had not raised objections regarding this.

    ·            What provisions would be made to insulate the properties.

    ·            Whether the implementation of a pedestrian footpath had been considered. The agent confirmed that a shared surface had been proposed in place of a pedestrian footpath.

    During questions to officers and debate, Members commented on:

     

    ·            The Parish Council’s concerns relating to the station approach.

    ·            Whether a zebra crossing could be established as opposed to a tactile crossing.

    ·            The maintenance of street lighting.

    ·            That the design of the proposed dwellings suited the character of the area.

    ·            Satisfaction was expressed that some of the vernacular architecture was to be preserved as part of the proposed development.

    (Councillor Gloria Johnson arrived at the meeting at 13:36 and did not therefore partake in the debate nor vote).

     

    It was proposed, seconded and AGREED that the application be approved for the summary of reasons set out in the Case Officer’s report together with the following conditions:

     

    Time Limit for Commencement

     

     1       The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

             

              Reason: In order that the development is commenced in a timely manner, as set out in Section 91 of the Town and Country Planning Act 1990 (as amended).
