    Following public speakers, the Assistant Director of Planning clarified:

     

    ·       That the report was not biased and was written professionally from the view of the Planning Officer.

    ·       That the address in the report had been provided by the applicant for the site and was not an official street address.

    ·       That the application was retrospective but not everything in the proposal had already been built.

    During questions to officers and debate, Members commented on:

     

    ·       Concern over revision of local plan in 2023 would not be revised without a traveller site provision.

    ·       Query on the word ‘temporary’ and the time scale around it. It was confirmed that the Council did not have a 5-year supply for gypsy sites at the present time.

    ·       Whether permanent permission could be granted in the future. It was confirmed that the Council could not pre-determine the refusal of a future application.

    ·       Concerns over the suitability of the proposed site in relation to the location and policies.

    ·       That the report highlighted a failure by the Council to provide gypsy sites throughout the district.

    ·       Whether it was sustainable to approve unsuitable sites.

    ·       Lack of information provided on drainage.

    ·       Work undertaken to accelerate the Council’s provision of suitable sites.

    ·       The consequences of the families if the application was refused.

    ·       That a bus stop was in close vicinity of the proposed site.

    ·       Whether a waste disposal plan on South Kesteven grounds would be provided if the application was approved.

    ·       That traveller status of the applicants had been confirmed.

    ·       It was confirmed that the children residing at the proposed site had been registered in local schools.

    ·       Concerns over the site obstructing the countryside and nature.

    ·       Why the applicants left the previous site and what their needs were.

     

    It was proposed, seconded and AGREED that the application be approved for a temporary period of 3 years, subject to the following conditions:

    One member clarified that when the application was previously approved, the Committee were disappointed in the low number of affordable housing.

     

    During questions to officers and debate, Members commented on:

     

    ·       Whether there had been any discussion of bungalows within the design review.

    ·       How the Section 106 errors on a previous application would be overcome for this application.

    ·       Clarification on policy and why the policies did not support the need for bungalows.

    ·       Concern over connectivity and integration with neighbouring developments.

    ·       That developers should be encouraged to adhere to the design guide.

     

    It was proposed, seconded and AGREED that the application be approved, and the summary of reasons set out in the Case Officer’s report together with the following conditions:

     

    Time Limit for Commencement

     

     1       The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

             

              Reason: In order that the development is commenced in a timely manner, as set out in Section 91 of the Town and Country Planning Act 1990 (as amended).
