    Apologies for absence had been received from Councillor Penny Milnes, Councillor Mrs Judy Smith, Councillor Robert Reid, Councillor Charmaine Morgan and Councillor Mrs Rosemary Kaberry-Brown.

    Councillor Paul Wood would be substituting for Councillor Penny Milnes and Councillor Nick Robins would be substituting for Councillor Robert Reid, for this meeting only.

    Minutes:

    Councillor Ian Selby declared that he had a disclosable interest in relation to Agenda Item 8 (application S21/1714) and confirmed that he would leave the meeting during consideration of the application.

     

    Councillor Paul Wood confirmed that he would be speaking as a Ward Member in reference to Agenda Item 6 (application S21/0415) and would therefore not be participating in the debate or vote.

    Minutes:

    Members raised a concern regarding minute items 26 and 27 which related to conditions on noise mitigation and biodiversity. Clearer clarification was requested to ensure that the necessary mitigating actions were taken.

     

    The Principal Planning Officer confirmed that both conditions required full details to be submitted to the Planning Authority and approved in writing. It was added that Ward Members would now be consulted automatically when full details of the conditions come forward prior to their discharge.

     

    The minutes of the meeting held on 13 October 2021 were proposed, seconded and AGREED as a correct record.

    During questions and debate, Members commented on:

    ·            Whether it was relevant to use the same definition of small scale that is in the NPPF for entry-level sites to define rural exception sites.

    ·            Concerns were raised around the inclusion of hammerheads and cul-de-sacs.

    ·            The importance of maintaining family connections within village communities, in relation to the provision of affordable housing.

    ·            The lack of medical facilities in the area surrounding the proposed development.

    ·            Whether any findings relating to archaeology had been discovered as a result of the ground survey.

    ·            Whether local residents had been appropriately consulted on the application.

    ·            Whether the proposed development would have an impact on the rural character of the surrounding area.

    ·            Site splitting and the relevant policy around this.

    ·            Members encouraged Claypole Parish Council to progress their Neighbourhood Plan so that they may have more say as to where any future development should be located.

    ·            The suitability of the area for the development of affordable housing.

    ·            The importance of incorporating sustainable methods of heating within affordable housing.

    ·            Whether residents could apply for an affordable home in two different local authorities.

    ·            Whether the level of affordable housing offered accounted for the rising cost of living for residents.

    ·            The local need for affordable housing.

    It was proposed, seconded, and AGREED that the application be approved for the summary of reasons set out in the case officer’s report together with the following conditions:

     

    Time Limit for Commencement

     

    1.          The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

         

    Reason: In order that the development is commenced in a timely manner, as set out in Section 91 of the Town and Country Planning Act 1990 (as amended).

    ·            Dissatisfaction with comments received from Lincolnshire County Council Highways.

    ·            High traffic flows in the area.

    ·            Whether the secondary access point, as outlined in the application, would be used as a primary access point.

    ·            That the design of the development was aesthetically pleasing

    ·            The use of laurel hedgerow as out of keeping with the rural nature of the area.

    It was proposed, seconded, and AGREED that the application be deferred to a future meeting of the Committee, following a site visit.

    To provide an update on Planning Enforcement.

    Minutes:

    Members considered and noted the Enforcement Update Report, with the intention of bringing the report back to a future meeting of the Committee.

     

    Members commented on:

    ·            Members requested that a figure be provided to the Committee outlining the total number of enforcement cases which were outstanding.

    ·            Whether the Committee was a formal consultee in relation to the Mallard Pass Solar Farm Application, and whether the application would be heard by the Committee.

    Officers advised that the proposal was at an early stage and there would be further briefing and consultation opportunities. A scheme of delegation was yet to be agreed in relation to the statutory responses required from the Council.
