    Apologies for absence were received from Councillors Broughton, Crawford, Knowles and Manterfield. Councillor Knowles was substituted by Councillor Bisnauthsing.  Members of the Alliance SK Group had not undertaken licensing training and therefore were not present.

    The Council is required to review its Gambling Statement of Principles every 3 years.  The draft Gambling Statement of Principles for 2023-26 is before the Committee for comment.

    The Team Leader Licensing presented the report on behalf of the Cabinet Member for Governance and Licensing who had sent her apologies.

     

    The Gambling Act 2005 required Licensing Authorities to prepare a Statement of Principles that they proposed to apply in the exercise of their functions under the Act on or before each successive period of three years. The last Statement had been published in January 2020.

     

    The Statement had to have regard to statutory guidance issued by the Gambling Commission and once adopted, the Statement was the guiding principle for Members and Officers when applying the Act.

     

    The Statement stated the general approach the Council would take when carrying out its regulatory role under the Act and promoted the three licensing objectives:

     

    ·       Preventing gambling from being a source of crime and disorder, being associated with crime or disorder, or being used to support crime;

    ·       Ensuring that gambling was conducted in a fair and open way;

    ·       Protecting children and other vulnerable persons from being harmed or exploited by gambling.

     

    The current Statement had been reviewed to ensure it reflected the current local profile and guidance and continued to be fit for purpose. There were no changed proposed to change the intent or direction of the Statement, a draft was shown at Appendix 1 with changes shown in red text.  Appendix 2 contained the proposed changes in more detail.

     

    The Act required that the process for reviewing the Statement included consultation and advertisement.  Public consultation commenced on Monday 22 August 2022 for a period of four weeks.  Any recommendation from the Licensing Committee would be presented to the Environment Overview and Scrutiny Committee on 11 October 2022.

     

    A question was asked about the Whistleblowing Policies in respect of gambling and addiction. It was confirmed that the Licensing policies were being standardised to include reference to the Whistleblowing Policy, but it is a Council wide policy and the Team Leader Licensing stated that she would look into this issue and the references that may be required to be included.

     

    It was proposed, seconded and AGREED to recommend the revised draft Statement of Gambling Principles as appended to the report to the Environment Overview and Scrutiny Committee.

     

    Decision

     

    That the revised draft Statement of Gambling Principles as appended to the report is recommended to Environment Overview and Scrutiny Committee.
