    The Legal Advisor advised the Committee that the Premise Licence for the Mason’s Arms at Bourne had been transferred to Star Pubs and Bars Limited on 6 November 2020.  Lincolnshire Police had met with representatives from Star Pubs and Bars Limited and had confirmed that the previous licence holder had no involvement or control with the premises.  The new Premises Licence holders were a subsidiary of the Heineken franchise who were a responsible and legitimate company and they would liaise with the Police in respect of the appointment of a new Designated Premises Supervisor when the pub re opened.  The Police had therefore, withdrawn their application for a review of the premise.

    The Public Protection Officer presented the report on the draft Statement of Licensing Policy.

     

    The Council had a statutory duty to review the document every five years.  The Policy formed an essential part of the decision-making process for licensing applications that covered the sale of alcohol, the provision of regulated entertainment and the provision of late night refreshment.

     

    The Policy had been updated to reflect the latest statutory guidance published in April 2018, under the Licensing Act 2003, and included changes made in respect of the Policing and Crime Act 2017, Temporary Event Notices and it also updated the population figures.

     

    The document had been before the Environment Overview and Scrutiny Committee who were responsible for policy development.  Changes to the document were shown as track changes within the circulated document.

     

    Clarity was asked in relation to the reference to the European Convention on Human Rights. It was confirmed that this was in place until the exit from the EU was complete and then this would be transposed into English law.  Further confirmation was asked for in relation to the tracked changes to which the Public Protection Officer replied.

     

    Member of the Committee noted the report and the changes made to the draft Statement of Licensing Policy.
