    DECISION

     

    That a hearing is not necessary and can be dispensed with as the Premises Licence conditions had been agreed between the Applicant and Lincolnshire Police in respect of PGL Travel, Caythorpe Court, Caythorpe Heath Lane, Caythorpe.

     

    The Licensing Officer presented report ENV801 which concerned an application for a new Premises Licence for PGL Travel, Caythorpe Court, Caythorpe Heath Lane, Caythorpe, Lincolnshire NG32 3ER.  The application was for the following:

     

                       Films                                           Monday to Sunday  10:00 until 00:00

                       Live Music                                  Monday to Sunday  10:00 until 00:00

                       Recorded Music                       Monday to Sunday  10:00 until 00:00

    Late Night Refreshment          Monday to Sunday  23:00 until 00:00

                       On & Off Supply of Alcohol     Monday to Sunday  10:00 until 00:00

                     Opening Hours                        Monday to Sunday   00:00 until 23:59

     

    The application was submitted due to new plans incorporating a larger licensable area, then the current licence covered.  The current licence would be surrendered upon the grant of a new Premises Licence.  Copies of the application form were circulated to the Responsible Authorities for comment. 

     

    PC Jon Jones from Lincolnshire Police noted that whilst the new conditions were more appropriate than those for the current licence, it was felt that some additional wording would better promote the licensing objectives.  The agent felt that the wording being requested was more related to a wet led venue, a premise that did not serve food and relied entirely on the sale of drinks for its business, which their business did not and a meeting to discuss the conditions further was arranged.

     

    South Kesteven’s Food, Health and Safety Officer asked for clarification on whether the alcohol sales were aimed at staff off duty or members of the public attending the venue.  It was noted that discussions were already taking place with Police in respect of suitable conditions, including those under ‘The Protection of Children from Harm’ licensing objective.  The Officer was satisfied with the health and safety management at the venue and did not wish to submit any representations.

     

    A revised set of conditions was sent to the Licensing Section on 10 November 2021, and it was confirmed that the conditions had been agreed by both the applicant and the Police.

     

    The Sub-Committee noted the representations made, having regard to the promotion of the licensing objectives and the guidance issued under Section 182 of the Licensing Act 2003 and South Kesteven District Council’s Licensing Policy and that agreement had been reached by both the applicant and the Police in respect of the proposed conditions to be attached to the Premises Licence.   

     

    It was proposed, seconded and AGREED that a hearing was not necessary to be held and that the Premises License be granted to include all mandatory conditions and those agreed conditions between the applicant and the Police.

    DECISION

     

    That a hearing is not necessary and can be dispensed with as the Premises Licence conditions had been agreed between the Applicant and Lincolnshire Police in respect of Molecey Estates, Molecey Mill and the Granary, Stamford Road, West Deeping PE6 9JD.

     

    The Licensing Officer presented report ENV802 which concerned an application for a new Premises Licence in respect of Molecey Mill and the Granary, Stamford Road, West Deeping. 

     

    The application was for the following:

     

           Live Music                                 Monday to Sunday   23:00 until 01:00

                       Recorded Music                       Monday to Sunday   23:00 until 01:00

                       On & Off Supply of Alcohol    Monday to Sunday   10:00 until 01:00

                     Opening Hours                       Monday to Sunday   10:00 until 01:30

     

    The layout plan provided with the application form did not meet the minimum specifications and a revised plan was supplied on 20 October 2021.

     

    Copies of the application form were circulated to the responsible authorities on 20 October 2021.

     

    Further information was requested by the Police on the operation of the premises to determine if the conditions offered under the operating schedule were appropriate.  A revised list of conditions was sent over to the applicant’s agent by the Police and these were agreed by the applicant. 

     

    A revised set of conditions was sent to the Licensing Section on 5 November 2021, and it was confirmed that the conditions had been agreed by both the applicant and the Police.

     

    A Member asked if any representations had been made from local residents in the area and it was confirmed that none had been received.  It was noted that Temporary Events Notices had been issued for the premises in the past and no representations had been received in respect of these.
