    There were no actions on the Action Sheet from the previous meeting.

     

    The Director for Growth and Culture confirmed that the arts review had been ongoing and that this would come back to the Committee once more information was known, regarding staffing and future events.

     

    The Chairman queried a survey that had taken place at Grantham Museum, to assess the suitability of the basement to be used for storage of documents.

     

    The Manager of Invest SK Ltd confirmed that the basement was currently not fit for purpose and SKDC Property Officers had assessed the condition of the basement.

     

    The Leader of the Council emphasised that the access to the basement was limited. Highlighting that the basement would need ‘re-tanking’ due to damp issues and artifacts were not suitable to be stored at the current time.

Corporate Plan Key Performance Indicators – Mid Year Update and Outcome of Review pdf icon PDF 281 KB

    This mid-year update report outlines South Kesteven District Councils performance against the Corporate Plan Key Performance Indicators (KPIs) for the first half of 2021/22.

     

    Following review of the Corporate Plan Actions and their associated KPIs, revised measures are proposed for the Overview and Scrutiny Committee’s consideration.

    The Leader of the Council presented the report which set out the Council’s objectives until 2023. The Council’s key actions to deliver were outlined. Since the plan had been adopted in 2020, progress against actions had been reported to Overview and Scrutiny Committees to enable the Council’s performance against targets. The aim of the report was to set out achievements and challenges faced up to mid-year point in 2021-22.

     

    The Performance Lead noted that there were two key areas to the report. Attention was drawn to four salient points from the first part of the report:

     

    ·       Out of six actions reported, three had been rated green meaning they were on track to achieve the Council’s objectives.

    ·       An action rated amber was due to the reopening of cinemas and theatres which had been closed through Covid-19 restrictions, therefore, initial targets were not achieved.

    ·       The amber rating on the sport and physical activity strategy, was due to the strategy undergoing consultation since the initial draft of the report.

    ·       An action rated red coincided with engaging residents with cultural activities, due to Covid-19 restrictions (events not permitted to go ahead and public not allowed into the Council’s facilities)

     

    The second part of the report outlined the annual review which included thoughts and lessons learnt of Overview and Scrutiny Committees and officers.

     

    One Member sought clarification on the wording of a ‘sustainably provisioned art service’.

     

    It was highlighted that one of the Committee’s agreed decisions had been to ‘Review the three centres (Bourne, Grantham and Stamford) with a view to determine future operating model over the next year’. A suggestion had been made for the Committee to visit the centres whilst they were under review to work closely with them.

     

    The Assistant Chief Executive noted that the purpose of the report was to provide brief information that can assist in forming the future work programme for the Committee.

     

    The wording of the action around the art service had been made realistic for the Council’s performance over the next year, the focus had been around arts review which would have in-depth measurable targets to meet.

     

    The Director for Growth and Culture reassured the Committee that at the next meeting on 5April 2022, a report would be provided to oversee and scrutinise the general programmes at Stamford and Grantham Arts Centres and the Bourne Corn Exchange, opening hours and work plan.

     

    The Assistant Chief Executive suggested that the report for the next meeting should include a narrative from where the action started and the action’s aim for the future.

     

    RECOMMENDATION:

     

    ·       For the Committee to note the contents of the 2021/22 mid-year performance report.

    ·       To support amending the Corporate Plan Actions and Key Performance Indicators in line with the outcomes of the review.

Merits of a Council-run Deeping Market pdf icon PDF 226 KB

    This report provides an overview in relation to the issues and opportunities specific to a council-run market in the Deepings.

    Minutes:

    The Head of Corporate Operations presented the report on behalf of the Cabinet Member for Culture and Visitor Economy. The report had been produced to engender discussions and receive feedback from Members in terms of potential options available for Deeping Market. The importance of costs and the impact of the existing market were highlighted.

     

    A query was raised regarding the existing market and if any problems had arisen on the current operation.

     

    The Head of Corporate Operations confirmed that the current market is privately run and takes place every Wednesday. The existing issues had been around the low number of traders and that stalls were not provided, so traders bring their own gazebos etc.

     

    It was highlighted that the key performance indicators around Markets had been achieved.

     

    The Head of Corporate Operations noted the performance of each Market within the District:

     

    ·       Stamford Market had been successful and the interest rate of trader’s attendance had been high.

    ·       Grantham Market had work undertaken around resources, labour and waste disposal, which had improved viability.

    ·       Bourne Market had been successful and the Council work closely with the traders and there had been scope to increase the number of traders on a Saturday.

     

    It was highlighted that at the time of ‘knock-off’ at the Market, several traders had sold out of their stock hours before.

     

    One Member noted that the current Market in The Deepings had diminished. There were usually 6-8 pitches. It was emphasised that Option 4 in the report would allow up to four specialist Markets and would be beneficial to The Deepings community.

     

    The costing of the transportation of stalls (£900) had been queried.

     

    The Head of Corporate Operations compared the costings to Wyndham Park, where a low number of Markets had been trialled to build up a scenario. 

     

    The Leader of the Council highlighted that shopping habits had changed over the last few decades. The idea of specialist Markets throughout a year could produce a baseline to allow growth and demand for future Markets, whilst supporting local traders into expanding their businesses.

     

    One Member agreed to the suggestion of specialist Markets centred around an event. Another suggestion had been put forward on the viability of a model to sell a space to a trader rather than putting up stalls for them, so that labour costs are reduced.

     

    The Head of Corporate Operations confirmed that the suggestion was possible to explore. A concern was raised over the aesthetics of the Market and how the stalls may not have the same presentation.

     

    One Member noted that Stamford Town Council manage an ‘un-pitched’, Friday morning Market in Red Lion Square, concurrent with the main market. A minimum cost is required for crafters to set up their own facilities. A suggestion was made for South Kesteven District Council to work together with Parish and Town Council’s on Markets.

     

    Another Member queried the financial implications on this report.

    To review proposed activities alongside partners and the progress made to date regarding the Welcome Back Fund, which is focused on attracting residents to South Kesteven towns and helping to grow the local economy following the impacts of the coronavirus pandemic.

    The Leader of the Council presented the report which outlined the funding provided by government in 2021 of £252,909 in terms of the Welcome Back Fund. The funding had been awarded to support and promote the Council’s local high streets that were heavily impacted by Covid-19 restrictions.

     

    It was highlighted that the funding was to be used for events and promotional campaigns to attract residents, businesses and visitors as lockdown restrictions are eased. The fund could also be used for upgrades, repairs, or improvements to public spaces. Furthermore, the government would need to approve the criteria of spendings prior to expenditure.

     

    One Member queried the funding of the Welcome Back Fund and if this could be spent on the replacement of market stall covers.

     

    The Head of Commercial and Operations confirmed that market stall covers had been ordered for Bourne Market through the Welcome Back Fund and that stall covers for Grantham Market had previously been updated via capital funding.

     

    A query was raised regarding the monitoring of performance on the expenditure of the Welcome Back Fund.

     

    The Director of Growth and Culture emphasised that the agreement on the Welcome Back Fund with government is integral to be monitored through footfall in town centres and surveys.

     

    One Member queried why a Youth Festival had not been planned to take place in Stamford.

     

    The Director of Growth and Culture confirmed that an Event’s team had been working with Parish and Town Council’s and further clarity would be provided on the matter. It was noted that provisions for the Stamford mid-length fair would be enhanced.

     

    In regard to trails within the District, a Member suggested the Council work alongside an app called ‘treasure trail’ where routes are provided to follow around town centres.

     

    The Manager of Invest SK Ltd confirmed their team had been looking into the trails and they had been approved as part of the scheme. It was noted that a private ‘app’ would be considered to support the scheme. 

     

    The importance of advertisement and outreach was emphasised.

     

    The Chairman promoted the Deepings Literacy Festival, confirming a short story competition was taking place with three age groups: 5-8years, 8-15 years and adults. 

     

    One Member confirmed that the ‘treasure trail’ app had a small cost to purchase.

    The Director of Growth and Culture introduced the new Tourism and Visitor Economy Officer to the Committee. The Tourism and Visitor Economy Officer had been advertising the ‘Welcome Back Folk Festival’ which was taking place on Saturday 19 March 2022. It had been highlighted that the ‘Welcome Back Folk Festival’ had also been promoted on social media and BBC Radio Lincolnshire.

     

    It was noted that Saturday 19 March 2022 was also ‘World Anti-Racism Day’ and that diverse performers could be encouraged to participate in the festival.

     

    RECOMMENDATION:

    Members requested that the following item be added to the Work Programme for the next meeting on 5 April 2022:

     

    ACTIONS:

     

    ·       Update on Council-run Deeping Market.

    ·       Update on Welcome Back Fund.

    ·       The Queen’s Jubilee Celebrations in South Kesteven, 2 June – 5 June 2022.

     

    ·       For a ‘special edition’ of SK Today be produced to promote the Queen’s Jubilee Celebrations taking place around South Kesteven.

    ·       For a ‘follow-up edition’ of SK Today be produced to share the successes of celebrations and photographs of the Queen’s Jubilee.

     

    A suggestion was made of advertising the Queen’s Jubilee celebrations in SK Today magazine to promote activities going on in town centres (Grantham, Bourne, Deepings St James and Stamford) within South Kesteven.

     

    The Leader of the Council emphasised that a special Queen’s Jubilee edition of SK Today could be created to promote activities across the communities. It was also suggested that a follow-up edition of SK Today could then include the successes of celebrations and photographs.
