Members were given an update on the number of applications that had so far been endorsed (17). Local authorities had been granted permsission by the Department for Levelling Up, Housing and Communities (DLUHC) to roll over funding from year 1 into year 2.

 

In addition to the applications within the pack, a further 7 applications submitted to the fund had been deemed ineligible at this stage by officers. One application within the reports pack from Harrowby United FC was not eligible at this stage.

 

Members considered a number of applications to the South Kesteven Prosperity Fund:

 

Rippingale Jubilee Playing Field Fund

 

This was an application for building, green space and outdoor improvements at Rippingale Jubilee Playing Field.

 

The application was proposed, seconded and AGREED.

 

Carlby Village Hall

 

Members had received three applications from Carlby Village Hall for building improvements (solar panels), additional chairs, and replacement heaters and lighting.

 

The following information was raised during debate:

 

·       Consideration needed to be given to whether it was right that there could be multiple applications for different projects from one organisation.

·       The whole of the District should get an opportunity to bid for works.

·       The feeling amongst members was that the amount for extra chairs could be raised from parish council funds and elsewhere.

 

The application for extra chairs was moved and seconded, but following a vote, the motion was REFUSED.

 

The applications for building improvements and replacement heaters and lighting were separately proposed, seconded and AGREED.

 

Tallington Parish Council

 

This was an application to repair and restore 430 metres of footpaths through the Millennium Green that were in the ownership of Tallington Parish Council.

 

The application was proposed, seconded and AGREED, subject to a compliant procurement process being followed.

 

Tallington Village Hall and Playing Field Association (1)

 

This was an application to replace three sets of wooden play equipment, for children of the village and surrounding area.

 

The application was moved, seconded and AGREED.

 

Tallington Village Hall and Playing Field Association (2)

 

This was an application to repair and restore boundary walls.

 

It was moved, seconded and agreed to DEFER the application for more information.

 

Great Ponton Parish Council

 

This was an application to develop an area called Hope Paddock and provide outdoor gym equipment and children’s play equipment combined with extra seating facilities.

 

It was moved, seconded and agreed to DEFER the application for a breakdown of costs.

 

Fulbeck Village Hall and Playing Field Committee

 

This was an application for a new café/bar area with seating within the Village Hall.

 

The application was moved, seconded and AGREED.

 

Grantham Alive Church

 

This was an application to extend a project which aimed to reduce loneliness and isolation within the Grantham Afghan Community, in addition to funding for roof repairs.

 

It was confirmed that the procurement limit imposed by DLUHC (which required three separate quotes for work) was £2,500. There was an amount of match funding available in this application.

 

The application was moved, seconded and AGREED.

 

Harrowby United FC

 

This was an application for a full works of refurbishment within the changing rooms on Harrowby Lane.

 

Presently, the building was not under the ownership of Harrowby United, and therefore the application could not move forward until this transfer of ownership took place.

 

It was moved, and seconded to AGREE this application, subject to Harrowby United taking over the lease to the property.

 

Baston Village Hall, Brudenell Playing Fields

This was an application for a replacement see-saw and swing.

 

It was clarified that DLUHC procurement rules required the applicant to obtain three quotes for work, if over the financial threshold.

 

The application was moved, seconded and AGREED.

 

St. Andrew’s Church, Billingborough

 

This was an application to restore the church clock.

 

The application was moved, seconded and AGREED.

 

Frank Newbon Community Projects, Stamford

 

This was an application to improve the outdoor gym and provide additional equipment on Stamford Recreation Ground.

 

The application was moved, seconded and AGREED.

 

Barrowby Parish Council

 

This was an application for more robust flooring at the Sports Pavilion in Barrowby.

 

The application was moved, seconded and AGREED.

 

Londonthorpe and Harrowby Without Parish Council

 

This was an application to ‘Wooden Trim Trail’ equipment with a new metal version.

 

Officers confirmed that although the rules around UK Shared Prosperity Funding were set by the Government, the Board itself could set some local rules around the ringfenced ‘Community Fund’.

 

The application was moved, seconded and AGREED.

 

Rob Dawson Memorial Trust, Corby Glen

 

This was an application for loft insulation at a local Hall within Corby Glen. The Hall was used mainly by a pre-school, but it was also used for other community events.

 

The application was moved, seconded and AGREED.

 

Burton le Coggles Parish Meeting

 

This was an application for landscaping of a green space outside the Village Hall to include a play area for children, and a community space for social gatherings.

 

The application was moved, seconded and AGREED.

 

Claypole Village Hall

 

This was an application for a replacement projector, an electrician to assist with cabling, the cinema licence for 2023/2024, 10 x Blu-ray discs and a new catering fridge to be used for the local cinema club, who charged a membership fee of £10 per person and £25 per family. Drinks and snacks would be sold at events for a small fee, although equally members could bring their own food.

 

The application was moved, seconded and AGREED.

 

Uffington Parish Council

 

This was an application for a new village notice board to be placed at a new location on Parish Council land.

 

The application was moved, seconded and AGREED.

 

Irnham Parish Council

 

This was an application for a new village sign that would incorporate the Coronation of King Charles III.

 

The application was moved, seconded and AGREED.

 

Stamford Diversity Group

 

This was an application for a music concert in a deprived area of Stamford.

 

The application was moved, seconded and AGREED.

 

Church of the Ascension, Grantham

 

This was an application for a replacement heather in the community hall within the Church. The hall had been used by a wide range of different ages within the local community.

 

The money within the application would be classed as revenue, due to the amount.

 

The application was moved, seconded and AGREED.

 

Benedict Blythe Foundation, Stamford

 

This application was for funding a schedule of local workshops, including storytelling, creative arts and resources creation.

 

Further information on this application was provided, through discussion:

 

·       Much of the activity would take place through schools. A breakdown of the schools involved could be provided to members.

·       This event could be something that the Council could support and work with in the future.

Denton Village Hall Community Group

 

This was an application for new hand washing and water boiling facilities, to replace the current system which was deemed dangerous and inefficient.

 

The application was moved, seconded and AGREED.

 

Friends of Stamford Station

 

This was an application for information boards and directional signs to assist visitors to find the town centre and associated amenities.

 

There was discussion around whether the Council was the right organisation to fund the work, rather than Stamford Town Council, or Network Rail.

 

Following discussion, the application was moved, seconded and AGREED.

 

St. James’ Church, Castle Bytham

 

This was an application for the repair and cleaning of the village war memorial base.

 

There had been no consultation with the village on this work, although it was deemed unlikely that there would be a feeling against the work being done, with their being a strong military connection in the District.

 

The application was moved, seconded and AGREED.

 

Colsterworth Nature Trail

 

This was an application for a specialist tree survey to prioritise and identify trees that needed felling.

 

The application was moved, seconded and AGREED.

 

The Thorold Arms Community Benefit Society

 

This was an application for electricity monitoring equipment to help correlate solar PV generation with usage to justify battery purchase and installation.

 

The application was moved, seconded and AGREED.

 

Barholm and Stowe Parish Meeting

 

This was an application for a new defibrillator box to replace a faulty unit.

 

The application was moved, seconded and AGREED.

 

Colsterworth Festival of Performing Arts

 

This was an application for a 25^th anniversary concert to celebrate current and past performers and to showcase local talent. The funding would cover the hire costs.

 

The application was moved, seconded and AGREED.

 

Hougham and Marston Village Hall

 

This was an application for two metal signs to warn against exercising dogs on the playing fields.

 

The application was moved, seconded and AGREED.

The Chairman thanked everyone for their participation, and highlighted a number of areas to consider ahead of the next meeting:

 

·       A review of the terms of reference

·       A review of the application form used by community groups

·       Assistance with those groups making applications

·       A review of Board membership

·       A review of how the Board, and the Local Economic Forum work together
