It was proposed, seconded and agreed that the application be approved for the summary of reasons set out in the case officer’s report and subject also to the following conditions:

 

Time Limit for Commencement

 

1       The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

 

Approved Plans

 

2       The development hereby permitted shall be carried out in accordance with the following list of approved plans:

         

          i. Drawing No. F2891 - 01A received 22 January 2019

         

          Unless otherwise required by another condition of this permission.

 

Before the Development is Occupied

 

3       Before any part of the development hereby permitted is brought into use, the parking and turning area shall have been constructed in accordance with the approved details on Drawing No. F2891 - 01A received 22 January 2019 and shall be retained as such and for no other purpose thereafter.

Ongoing Conditions

It was proposed and seconded that the application be approved for the summary of reasons set out in the case officer’s report and subject also to conditions. On being put to the vote, the proposition was lost. Some Members expressed concern about the number of indicative plans that had been produced in respect of the application. There was a feeling amongst those members that the iterations were confusing for members of the public and that it would be helpful if they could be subject to consultation. It was suggested that the indicative plans did not clearly demonstrate that there was sufficient capacity on the site to accommodate 4 dwellings and a proposition was made that the application be refused contrary to officer recommendations for this reason. This proposition was withdrawn and a new proposition was made and seconded that the application be deferred pending further consultation with the public including the latest indicative layout. On being put to the vote this proposition was carried.

 

15:15 to 15:38 – the meeting adjourned. Councillor Wood did not return following the adjournment.
