Members heard information from one of the Council’s Environmental Protection Officers who explained readings that the service had collected from air quality monitoring at points close to the A1 in Grantham. Discussion also ensued on the potential impact of the development on air quality and the volume of traffic on the A1, including periods where traffic was static or slow moving and the movement of heavy goods vehicles.
It was proposed and seconded that the application be approved subject to conditions and the completion of a Section 106 Agreement. Notice was given of a further proposition, which was to defer the application to enable local air quality readings to be taken in the event that the proposition to approve failed.

Members outlined their experiences of exiting from the car park associated with the application site and turning right onto Dysart Road. It was suggested that the concerns should be fed into the Grantham Road Strategy Group, which was looking at the transport strategy for the whole of the town centre and could lead to a Traffic Regulation Order being made with a view to relieving traffic issues in the area.
It was proposed, seconded and agreed that the application be approved for the reasons set out in the case officer’s report and subject to the conditions set out on page 75 of the case officer’s report and subject to completion of a Section 106 agreement to secure the requirements specified in section 8.1 of the report.
